    But they haven't.
Since they haven't we currently do have a choice. I will downright refuse a Chinese or Russian vaccine. I will leave and go to another country the second they do mandate that Chinese or Russian crap (that isn't currently accepted in many countries).

Do you want to know things or not Rye? I'm just letting you know. It's just rhetoric at this point. But all Presidents have emergency powers which he can invoke. He's been measured so far. He may have enough pull to get that law passed, but so far he's using his bully pulpit.

Right now you have the *illusion* of choice. The ability to travel can change overnight. One of the reasons I'm getting vaxxed is that could become a requirement overnight for travel. Worst case scenario is your choice is to get vaxxed or deported. We aren't anywhere near that. Maybe head to the USA, get a good vaxx and return. I was thinking of Singapore for a month if need be, but the vaxx situation there isn't clear. In any case, Sinovac isn't a bad vaxx, and you can get a good vaxx after. YMMV.

Guam has a tourism vaccination program for US expats in Asia. It’s been a while since I read about it. They will offer Pfizer or Johnson and Johnson.
The inventor of the mRNA vaccine is active on Twitter. Robert W. Malone, MD

(results from June 16, 17, 18, 19, 20 & 21 of Molecular Laboratories in Cebu City, Bacolod City and Valladolid in Negros Occidental, and in NOPH)

Just a note that we are using several different labs, including Bacolod and just down from Bacolod. This means NOPHML only gives us a partial look.

I am aware that they can. I wanted to know if they had. My following statement made it clear that I understood they could pass such law.

And many countries don't accept the Chinese or Russian vaccine. The US being one. So if the US required a vaccine for travel/entry one of these vaccines would be next to useless for me.

I can't leave and return right now. Until they lift the tourist travel restrictions I have a choice of staying here and waiting it out or leaving and waiting it out in the US. I currently choose to stay here. If Chinese and Russian vaccines become mandatory the cons will outweigh the pros of staying.

Yes, but you skipped the other point, which I will illustrate with the USA:

V.CONCLUSION –THE PRINCIPLE OF NECESSITY AS A GLOSS ON EXECUTIVE POWERS It is obvious and unarguable that no governmental interest is more compelling than the security of the Nation.392The authority for the President to act immediately in response to an emergency arises out of the principle of necessity.393―[A] military commander should be able to use available resources to alleviate human suffering, without first requiring a bureaucratic permission slip.‖394As stated previously, necessity is a prerequisite for presidential action.395According to Thomas Jefferson, the laws of necessity or even those of self-preservation, which necessitate the immediate action to preserve the safety of our country when in danger, are of the highest obligation. To lose our country by a scrupulous adherence to written law, would be to lose the law itself, with life, liberty, property and all those who are enjoying them with us; thus absurdly sacrificing the end to the means. . . . The officer who is called to act on this superior ground, does indeed risk himself on the justice of the controlling powers of the Constitution, and his station makes it his duty to incur thatrisk. . . . The line of discrimination between cases may be difficult; but the good officer bound to draw it at his own peril, and throw himself on the justice of his country and the rectitude of his motives.396Jefferson recognized the concept of necessity as a by-product of self-preservation.397Without necessity, there is a heightened potential for the abuse of presidential authority.398Chief Justice Stone in Kahanamoku directed that ―[the] executive has broad discretion in determining when the public emergency is such as to give rise to the necessity.‖399The determination that an emergency exists is a decision exclusively resting with the President.400…

…Despite its reservations, the Court has dismissed any possibility of ―executive tyranny‖404in the existence of a showing of necessity. ―Any ambiguities in the allocation of a power that is executive in nature . . . must be resolved in favor of the executive branch.‖405Any individual who acts on the principle of necessity in an emergency scenario is presumed to act in the interest of the populace rather than in furtherance of his own ambitions.40…

"The United States does not require vaccination against COVID-19 as a condition of entry," US Embassy Press Attaché Heather Fabrikant said.

The Embassy issued the response after reporters sought comment on information circulating that travelers inoculated with China-made Sinovac vaccines have allegedly been denied entry to the US.

So it isn't required right now, but Sinovac is accepted by the WHO, so if it changes, I think it would work.

Don't borrow trouble. If you ask nicely, they may respect that. But all of the problems with Sinovac I had were eliminated with the Indonesian study along with Real World experience. It'll very much help keep your body from clogging up the hospital, which is my main objective, along with not catching it because I have enough brain fog already. :cat::woot::wink::sleep:

Duterte ordered agencies to move faster in distributing the vaccines to areas with rising numbers of cases.

National Task Force against COVID-19 chief implementer Carlito Galvez Jr. said local governments have been scaling up their daily vaccination capacities as COVID-19 jabs are being consumed fast. He cited Cagayan de Oro, Ormoc, Negros and Iloilo, which he said consume 5,000 to 8,000 doses per day.

“Different sectors are being mobilized and integrated so that they have an increased capacity in the vaccination,” Galvez said.
