Aside from building lanes on top and tunnels below EDSA I don't think any amount of construction they do is going to help. From my experience the only thing that could help traffic in Manila was if every single street in there had overpass lanes built on top of them, doubling the amount of pavement in the city. For the life of me I don't know why people want to live there. It's such a cesspool.
