Well at last after two more visits to the lto I've got the plates now, they actually do come with two packs of bolts and a sticker which needs to be stuck on windscreen on right side. So no more yearly stickers now.
The bolts have heads which shear off when you tighten them,maybe you can't tamper with them from the front but the nut at the back could be unscrewed very easily.
Anyone waiting on plates might need to go to lto and check if they are in as there was a pile of them in there.

LTO Sends Stern Warning on 5,000 Peso Fine For Non-Use of Issued Plate Screws - Philippines Lifestyle
Atleast down this part of the country the p5000 fine for the wrong bolts will never affect us as the chances are pretty slim of us even getting the plates let alone the bolts!- Agree x 3

This agency are just one big joke!
The foreign business community on Wednesday raised concerns about doing business in the Philippines, citing the delays in releasing car plates under the standardization project of the Land Transportation Office (LTO).
The contractor has stopped delivering the license plates because of unpaid receivables from the LTO.
