When you buy the Bike new it comes with LTO and Insurance paid for one year, that includes the Plates and the Sticker, you also get a form that is called "Authority to Paint" and with that you get a temporary Plate made, after that, if you don't get the official Plates from LTO, you just have to renew your registration and insurance every year and you have to carry the "Authority to Paint" form with you to show it in case of a check by the Authorities...
I had the same problem with the LTO plate number. Finally I was fed up after about 6 months (only checked once a month). I asked to have a sit down with the chief officer and he quickly changed the plate number to one they had in stock. Took about 20 minutes to speak with him and 5 minutes for him to write a new number on the registration.
