Err, no, I don't think so. The book2wheel guys just seek to earn a commission when selling an insurance policy, but don't even mention the name of the insurance company/companies they work with. Moreover their website contains pertinent untruths elsewhere, like "Local insurance companies do not cover foreign nationals". Seems not very trustworthy to me. My opinion on vehicle insurance in the Philippines would be very similar to elsewhere, and has just 2 important aspects: 1. get insurance with a reputable and (financially) solid insurer and 2. don't perpetuate comprehensive cover once your vehicle is more than 2 to 3 years old, but switch to liability cover only (maybe include theft/fire). Other than that, don't get your hopes up too high as to how much money is actually covered in the policy.

When you do go see a doctor and get surgery, I would recommend to do so at ACE, I had my broken leg fixed there last year, and was very impressed with the facilities (clean and spacious, no long wait to see a doctor, better organized).
Other than the age of the facilities I haven't noticed any significant difference in private hospitals here. Same doctors making rotations through each of them. I've heard horror stories and plenty of praise about each of the hospitals. I think a person's ability to pay has more to do with a person's experience than anything else.
You're correct about the docs circulating around the private hospitals. In my recent experience, best thing is to find out from secretary which hospital the doc attends appointments at first, as there can be lengthy delays by the time they get to the next one.
