Click on the search function and type in "Helmets" and you will be able to read a lot about helmets. More than 100 post all together I believe.
Better to give you this info then repeating these posts

I have yet to discover evidence of traffic laws of any sort in Dumaguete. Sure, people generally drive on the right side of the road, but I believe that is more of an "unwritten rule" as opposed to official law.

you're in cebu right? yes, helmets are strongly implemented there. even though you might be what you so called "FREE LUNCH", having not securing a helmet n all, the police might think of you as otherwise..

There are no helmets, no traffic signs, no traffic lights, use of headlights (or tail-lights) at night is purely optional; I have never heard of anyone receiving any form of moving violation, and if you are too drunk to hold your motorbike upright, the cops will prop you up until you can get 'er moving!

And lest you think I jest, all of the above is completely true!

the only rule is to drive around, blocking the streets and let your horn "shout" at any time. you might get a traffic - violation ticket when parking your bike at a public street... randomly issued by "traffic officers". Those guys are easy to recognize. they usually wear black shirts, whistle useless around and disappear in an instant when more than 3 vehicles approaching....

Actually wearing a helmet in town, the police may suspect you of being a potential bankrobber, wearing a balaclava, a potential hitman.........:D

I got a ticket last week for no helmet in Sibulan. 50P fine they had no change for a 500 note. If you do not pay the fine it is compounded by 50p per week If you do not pay for a while it will be added on as a fine when you renew your license. Since they had no change I had to go back. On the 6th day I marched into the office to pay and placed my Lee plaza plastic bag on the table containing 300 five centavo.200 ten centavo, and 60 twenty-five centavo coins! The look on their faces was priceless. No bank had 1000 five centavo coins on hand at the time:D
