It is, as I have heard it used, a joke term for 'in-laws'.

It's a fairly commonly used phrase for the in-laws in UK.

As far as living in Dumaguete is concerned, I can't compare with anywhere outside of Negros, other than in Manila, which is a place I would never live, but after a year here, I would recommend it to anyone.

Living near to, but not within, Cebu City is also a good choice (but more expensive property). Gives access to better shopping and hospitals, plus taxis and other things expected in a big city. Minglanilla is a nearby choice (Talisay being a bit too near and often feeling like part of the Cebu City traffic chaos) as are CarCar and Naga (but both of which seem to have almost no rentals available). I am not personally aware of places north of Cebu City but good choices exist there.

Unless things have changed dramatically in the last few years this is probably, IMO, the most disgusting city in the region. Ridiculous number of trikes, disgusting amount of pollution, extremely overcrowded, trash everywhere and some of the most frustrating drivers and traffic. I would move to the most crowded area of Cebu before I ever considered that city.

Carcar has without a doubt the stupidest drivers in the Philippines and is a sh*t hole.. Naga is 20 kms up it.. A lot of foreigners have now found out about Toledo and Balamban and surroundings on the west coast.. nice beaches, decent shopping, a few small restaurants. An hour and a half drive over the mountains and you are in Cebu City..

I think, on reflection, giving advice on where to live when I never been there (just passed through) was not my best idea! :(

I did guess that CarCar and Naga are not top-rate cities - if they were then they would have a good ex-pat community and many rentals would be available. But, and you will know about this more than most, was Dumaguete a bit of a dump a few years back when you first landed (not an 'alien' reference)?

I think in terms of position, they (especially Naga) are well suited for access to Cebu City but at a much lower property cost. I am assuming most people would go to Cebu City about once a week. But a dump is a dump is a dump.

Perhaps I will be correct in about 30 to 50 years time (so start buying land there, or not) - I will come back to this thread and suggest them again.

I have heard from some ex-pats living in Toledo - and it seems a good choice.

    I don't know.
Car Car is a sh*t hole IMO.....sorry but I go to Car Car regularly and have friends living there. We also pass through Car Car to get to Cebu city and the traffic is always nuts busy from Car Car to the city.

I wouldn't live in Cebu in general although the in laws (not out laws) are south of Car Car and some places are nice but I still prefer Duma or Valencia.

I don't think it was a dump 10 years ago. The traffic has gotten worse but the quality of life has improved.
