I understand that.....and they should understand that scamming tourists and throwing them in jail when the tourist refuses to pay their extortion demands will equal to less tourists (and money) coming into the country. However, they can't act like they are completely oblivious to what's right and wrong. They KNOW that corruption is wrong and that there are penalties to for it. They have a morally corrupt society and as long as they continue with this they have some of the lowest tourism numbers in the region. It's their problem to fix and they can't blame anyone but themselves (though they try their hardest to find someone to blame).
A lawyer would argue that they understand what they are doing is wrong but they can't appreciate it. Said another way, their decision commit a crime is based on immediate gains. Do they think of all the hardships they are putting people through. I think not. And, I have to wonder how long they have been committing crimes wearing their prestigious uniforms?
So if a person doesn't "appreciate" that when they shoot someone in the head they will not be breathing anymore and will never be able to see their family again that means the crime is less and the person should be excused or given a shorter stay in prison? Being stupid or not caring should not get the person off with a lighter sentence.....if anything it should get them a longer one since they will need more time to reflect and "appreciate" what they have done wrong.
