    Because it is culturally acceptable in the Philippines. They only get the foreigners because they make for good headlines and makes them look like they are actually doing something to the international community.

    That scam is not limited to Cebu. They do it all over Luzon also.

    There is a real reason they usually do not call the real police, they can call a police friend and do a shake down of a foreigner very quickly, getting more than 100,000 P. Confusion and money available can always earn a good shake down bribe. The money is split between all involved including the hotel personnel. Cebu is famous for doing that type of thing. I would never take a young lady to Cebu (even if legal) with out a picture ID and a birth certificate to back it up with same name. Many times the birth certificate is just a loaner from sister or cousin that is legal, but that will not be a good legal excuse for a foreigner when it is determined that the birth certificate is not for the lady he is with. and she is underage.

    At one time Cebu had this financial enhancement scheme going on. The expat fellow would go to a hotel with a documented legal lady, but after starting a tryst, there would be knock on the door. Another young lady, the friend of his "date", would be at the door asking to use the CR for a shower. Of coarse the guy's imagination would be invigorated... what if he got a 'two-fer" or the old "buy one, take one free" promo right there in his hotel room. Or maybe he would just be so "involved" already with his "date" that the answer "yes, come in and use the CR" would be the least destructive answer for his planned activities which had already started. BUT... soon there would be a knock on the door by an official looking "officer of the law". The visiting lady in the CR would be determined to be underage, and the negotiations would begin.. money exchange without receipts and most of the participants would be happy with the transaction.. .including the guy who thought he had just escaped a jail term. it has happened more than once, but less than the old "bullet in the suitcase" routine.

    It is very unwise to have an underage lady in a hotel in Cebu, or even a legal lady without all the documentation you need. Scams may not happen all the time, but it only takes once to keep you limp for a long time. :wtf:

    Good point, sometimes the foreigner just doesn't know. But I think the hotel/pension house should also be liable if they didn't call the police. Nicer hotels with a rep are tougher to get through as a foreigner with a minor (not like its all that hard thou even then) but some pension houses and hotels you could be a white foreigner walking in with an obvious 15 year old girl and they don't care one bit.

    I do also wish though there were charges against the minor if they used a fake ID or it can be proven they lied about their age. Time to stop treating some of these minors like the victim they play.

    Having been lied to in the past in Makati I can appreciate the situation. The only safe way is to see a valid ID. However, mine had a Philippines postal id which, given the government has requirements to get one, I thought was valid but apparently not. I got out as soon as I could but it wasn't easy. I think the only safe way is to ask to girl to meet her mother and go for her instead. No guy wants what Yoshi is about to experience.

    I disagree. If the foreigner is a customer then the desk clerk should say "Psst, my friend, do you know she is underage?" At that point, if the foreigner does not clue in, then call the corrupts, er I mean cops.
