Dumaguete’s DYYD (106.3 FM) and DYSR (95.1 FM) radio stations reported tonight, April 14, 2021, that Municipal Mayor Edgar Teves of Valencia signed a new Executive Order No. 15 directing checkpoints to be set up around town, beginning Friday April 16, 2021, to close off non-essential non-residents in order to contain and prevent further increase of COVID-19 cases in the area.
Earlier, Negros Oriental IATF-EID Health Committee Chairman Lilland Estacion officially broadcasted in the afternoon that the town's active cases has increased to 7; but Valencia's Municipal Information Officer Des Tilos, Jr. reportedly noted in the evening and Municipal Health Officer Dr. Cheryl Luz Eullaran confirmed there are already 10 active cases that include 2 tourists, now placed in isolation.
The town's Siba-an Sa Valencia (food market), Paunayan Sa Plaza (farmer's market), resorts and other tourist destinations are all ordered closed from April 16 to 30, 2021.
No copy of the Mayor's Executive Order No. 15, s. 2021 is published online -- yet. Previously, Executive Order No. 39, s. 2020 with page 1 and page 2 and a similar Executive Order No. 27, s. 2020 were issued to effect the same border close off in October 2020 and December 2020, respectively. The guidelines could probably be the same this time, more or less.-

The dissemination of old posts causing disinformation and confusion has prompted fb Provincial Government of Negros Oriental to post on April 1 4:17 PM this clarification:
There being officially recognized felt need to clarify, here is IATF Resolution No. 107-A Series 2021 (March 29, 2021), published at https://doh.gov.ph/sites/default/files/health-update/IATFResolution107-A.pdf and saying Negros Oriental is being placed under Modified General Community Quarantine (MGCQ) until 30 April 2021,
without prejudice to reclassification and declaration of localized ECQ, if warranted in critical areas.
It may be useful to note that, the day before, an Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines with Amendments as of March 28, 2021 was issued. While guidelines for high-risk areas placed under ECQ or GCQ were amended, the guidelines for areas under MGCQ remain unchanged, literally staying the same as in the previous Omnibus Guidelines with Amendments as of February 18, 2021, as in the preceding Omnibus Guidelines with Amendments as of February 11, 2021 as well as in the Omnibus Guidelines with Amendments as of January 21, 2021.
