Follow the travel protocols, or else.
The Department of Interior and Local Government (DILG) said it will play tough on local governments who will not follow the uniform travel protocols outlined in the national IATF's Resolution No. 101.
DILG spokesperson Usec. Jonathan Malaya said that his agency is expected to release a memorandum circular on the strict implementation of the said protocols, as some local governments are allegedly not complying with them.
“Maglalabas na po ang DILG ng memorandum circular implementing IATF Resolution 101 kasi nga may napansin tayo na may mga LGUs hanggang ngayon na hindi pa rin sumusunod sa IATF resolution,” Malaya said.
Once the memorandum circular is released, LGUs who still do not follow the relaxed travel protocols will be issued show-cause orders.

The 8th or last paragraph of page 1 regulates entry of travel arrivals in simple manner, and I quote: “...For purposes of the strict monitoring monitoring of arrivals, all travellers bound for Sibulan will only be required to present at various ports (airports and seaports) proof of their residency such as: Barangay Certification, Voter’s ID, Valid Government ID showing address in Sibulan (Driver’s License, Postal ID and Senior Citizen’s ID”
Thus if a traveler’s destination is Sibulan, he need present only proof of residency upon arrival and, in addition, the Provincial LGU-required pre-departure negative RT-PCR test result valid within 72 hours from test date. If he omitted or failed the test yet somehow managed to get transported to Negros Oriental, he will nonetheless be medically assessed at arrival airport, seaport or bus terminal and get swabbed. The Sibulan LGU will not require the negative arrival test result for entry if the cost for swabbing will not be shouldered by the Provincial LGU.

The 2nd paragraph of page 2 is about monitoring of arriving residents, and I quote: “... All Punong Barangays and the members of the Barangay Health Emergency Response Teams (BHERTS) are directed to closely monitor the arrivals of their arriving residents and coordinate directly with the Rural Health Unit of Sibulan for immediate referral of those residents who exhibit symptoms of the virus.”
In truth, there are other ways of getting transported to Negros Oriental from other island provinces without going through arrival airport, seaports or bus terminals. The above provision will serve to help guard against or contain community transmission.-

It may help to know first that, for these to take effect, all Philippine laws, rules, regulations, and guidelines are required by Executive Order No. 200 (June 18, 1987) to be published for fifteen days either in the Official Gazette, the official journal of the Republic of the Philippines, or in any newspaper of general circulation. Subsequently, all guidelines issued by local government units reiterate or echo in wording these duly approved and published legislations, rules, etc. for local implementation or execution.
On the latest community quarantine classifications by area, a Memorandum From The Executive Secretary on January 29, 2021 placed Negros Oriental under Modified General Community Quarantine again from February 1-28, 2021. Viewing facebook nowadays could cause a computer to freeze. Unfortunately, if you missed radio broadcasts of day to day official reports on the CoVid-19 case situation in Negros Oriental, there is no alternative listening option but to watch the live report videos posted in the public facebook account of the Provincial Government of Negros Oriental at https://www.facebook.com/lgu.negor/ The data are based on actual laboratory test results received each day and are broadcasted in a mix of Cebuano and English language to update the Rural Health Units and the public in general. These live reports are actually the news source of Yes the Best Dumaguete, Hukad, etc., etc. albeit details important to some get excluded or subsumed in the generalized news reporting. For example: 1) In the February 17, 2021 video, it was reported that a 71 year old Swiss national from Barangay Combado, Bacong who opted to be tested on February 16, 2021 for travel purpose was confirmed CoVid-19 positive same day. He is asymptomatic and he is now confined at the Bacong Isolation Facility; 2) In the February 18, 2021 video, it was reported that an American national from Barangay Camanjac in Dumaguete City who opted to be tested on February 17, 2021 for travel purpose was confirmed positive same day. He is nw confined at the Dumaguete Isolation Facility.
We hear every day about people getting infected and then overcoming, so it's no longer a big deal unless one is in the ICU to be able to breathe. Still, I agree it does pay to know what's happening around us in terms of regulatory guidance and case updates.
