Finally the Ring Road will get finished. I do hope it reliefs some of the traffic problems
Dumaguete diversion road nears completion Wednesday, April 26, 2017 DUMAGUETE CITY -- A diversion road that will connect the outskirts villages of Junob, Cantil-e and Bajumpandan in Dumaguete City will soon be completed after two homeowners have agreed to cede a portion of their property in favor of the government. The four-lane Junob-Cantil-e-Bajumpandan diversion road project, while operational already, met a snag in previous years after the homeowners had refused to set back their fences, thus posing a threat to road-users. Mayor Felipe Antonio Remollo, however, made arrangements with the homeowners, allowing the contractor, Phil South, to complete the road, said Dems Rey Demecillo, city information officer, on Wednesday. According to Demecillo, the Mangacop family had agreed to have their fence demolished on Monday after learning that the other homeowner, Oscar and Rosario Yutangco-Torres, had decided to donate a portion of their property to the city. The Torres family, however, asked that the City Government to build a new fence before the old fence, that was jutting out the road, be taken down. The Mangacop family had received payment in 2014 for the property on which their fence sat, with the market value assessed by the City Government, Demecillo explained. Remollo had to supervise the demolition of the fence of the Mangacop family on Monday, with Engineer Perlie Moreno of the Department of Public Works and Highways-Negros Island Region and a Philsouth representative present. The mayor is hopeful that with this development, traffic flow will ease up in the center of the city as the diversion road will provide an alternate route for those travelling to and from Dumaguete. The diversion road is part of a multi-million peso-project that will connect this capital city to the next town, Sibulan, and aims to decongest traffic for those that are headed north but outside of the capital city. If the rebar is rusty to start with, the continuing rust will expand and break off the surrounding concrete. Rusty rebar is definitely not a good thing.
Where there are horizontal joints in the rebar they should overlap aprox 60 x rebar diameter. If the rebar is rusty the rebar are effectively not connected. The rebar will not provide support.
A friend turned me on to a little trick. Adding a 5 peso sachet of dishwashing soap per sack of cement drops the water requirement by about 50%. I tried that when I built my garage. It was a real bugger when I had to chisel a channel in the floor.-

Possibly bad cement, but more probably bad mix, saving money with materials, especially on government contracts is nothing new here.

Not looking at it first hand it looks like improper rebar and not enough compression strength in the concrete. Does the Philippines even take a sample of the concrete and send it off to be tested?
