I am not sure where the Canadians go, they have just blended in the past with all the rest of us. Maybe that has changed since Duterte has been yelling "Fu*k you" at America. maybe you may want to wear a "Maple leaf" T shirt for extra security,and keep mentioning you are from Canada. To meet Americans, you can go to Old MacDonalds (by the park) on most days in the morning. Most will be with full military tpe stories. Not the best place but it is a start.
To meet Europeans, try the boulevard, Why Not, and a few other places north on the Boulevard.
You can play very competitive billards at "Mr Jays" but you may be the only "white guy" there. Those Filipinos play 8 and 9 ball and they are good. Mister Jays is located down by Coco Amigos area off of Boulevard, just ask, or take a trike. If you want to play with the "white guys" try Why Not after 8 PM. If you want to try to meet sober white guys playing billards, go past the Karoke room in Why Not, to the small room downstairs. Only one table but a more intimate setting. Better place for couples The HoneyComb, red building south of Why Not on the corner also has a billard room with two tables and a little less alcohol flowing but a full bar, a nice setting for couples and not too busy. Ask for directions to the billard room around the corner from anyone. They rent the tables by the hour there, not like most of the "challenge" tables around town. The Philippines has a little different rules that the rest of the world for Billiards but you can adjust. .
To find divers, go to Dauin Dive Cafe, or Mike's Beach Diving Resort in Dauin. You can eat at both places, and meet others who enjoy diving. Both of these resorts have dive adventures. Food is good at both places. La Fiesta has some divers go in there also. If you do not have a motorcycle or car, then you can take a bus in a little comfort from Dumaguete, but may be difficult to come back later at night, probably best to find other form of transportation, as the distance is in the 15 Km range one way.
