Rather than feel sorry for her we respect her important contribution to many topics here and the post by Notmyrealname has politely given you a very good suggestion. I believe you have not correctly understood her first post in this string and indeed you are both of the same belief on the topic, but I am sure many members, like me, will be concerned with your apparent aggression with words like "drama queen".

The lady also was referring to her late husband and therefore it comes across as very insensitive - but I am sure you were not aware of that and it was not intentional. Kind thought but logistical nightmare - the same drivers, or family members, will queue for anything free and then sell it on.
Fining drivers without lights a significant amount will do the trick - but the energy to enforce seems to be lacking.-
