Here is the latest notice posted by NORECO, for what it is worth. I cannot determine much, except that there is a shutdown of some grids, with reduced voltage (is that new???). I guess possibility for brownouts (again, is this new??) Hope everyone is prepared for this next storm, seems it may produce much more weather than Yolanda did for us. Anyway, here it is:
