    Not sure but probably. It means no electricity while they normally perform some type of maintenance. They do it from 8 to 5 instead of midnight to 8 to accommodate the bar crowd.

    maybe a brown out is no power during the day and a black out is night for night time

    The term brownout comes from the frequency that this happen, on-off-on-off etc.
