If this is a little off topic I apologize, but most of this seems to be dealing with buying a used car here. When you go to look at a used car, ask the dealer for a look at the current registration. Make sure the color and plate numbers match. Then check the date of the last registration and particularly the city it was registered in. If it isn't registered locally, or does not have a current year registration, tell the dealer that when they get that done to call you and walk away.
I learned that the wrong way, but I took the dealer to court, I won, he paid the fines and late registrations and finally I received a current registration in the city I lived.

Having original LTO issued plates on your vehicle is not a guarantee for "no trouble", as I found out.
My car had LTO plates when I bought it (second hand) but apparently LTO can and does issue plates without updating their "system". They then make the owner of the car responsible for that, apparently it needs a separate visit to the appropriate LTO office to "get the plate number uploaded".
I found out when I was charged a fine for "late registration" the first time we went for a smoke test. The test center had previously sent me away saying "come back in September Sir, your plate ends in a 9" but LTO still fined me because their "system" still had the provisional number issued three years before (which didn't end in a 9).
After paying the fine grudgingly, we spent the next 3 years trying to get LTO to "upload the plate number", without any success. After that I gave up.- Informative x 4

Let me know how you get on as we have a vehicle that was originally registered in Region 8, Leyte. No idea who the original dealer was as we bought used in DGTE. It was purchased with what look like permanent plates, but on checking the CR the field for Regn No is blank. Might make some enquiries with the Kia dealer in town as I'm starting to fear the worst and a battle with bureaucracy is on the cards.
