The main cables they can bring back up nice and easy when a new pole is put in but the 99% of cables will just be ran again fully fresh. I wonder how many they will try and sucker the people to pay for though.
I worked a job once where the electricians were N. Koreans. They worked about 100 hours a week and actually wanted to sleep at the jobsite. I thought it was inhumane but they were happy to have the jobs. I never want to visit N. Korea.
