I never understood this about the Philippines. Does the chief of police not coordinate with city/province prosecutors? I understand the need to file charges for civil cases but the state should be capable of filing charges on behalf of victims of criminal offenses. I imagine a whole lot of charges don't get filed for fear of being harmed by the criminal or the criminal's family.
