    The concept is not for legal or police action. It's to inform her Barangay Captain of how horrible a person she is. A good captain will go talk to her and her family about it and try to put a stop to it. Then, being the drama queens that Filipinos are, the barangay captain will tell his 30 Brothers and sisters and they will tell all 300 of their cousins, in less than 24 hours the entire island will know how his x is a scammer and piece of crap.......causing her to lose massive amounts of face. She will then move on to the next victim.

    Well it can for some. Others are a bit better at identifying scammers. I generally make a judgment call within 30 seconds of meeting a girl. There is a certain way scammers act and certain questions they ask (generally work and money related questions). If you meet them in a bar or on a filipino dating site there is a good chance they are out for money.

    The barangay captain is there as a negotiator, in an attempt to try to stop most problems at the barangay level and keep the peace in the barangay. The courts and police are swamped, and often the first thing they will want to see is the report from the barangay captain that the issue had been tried to be resolved at the local level. A civil case here can take ten years, where many cases can be resolved in the barangay hall in a matter of an hour.

    Where it is most effective in a matter such as this is, as Wrye pointed out, face. The entire family would lose face over something like this. Saving face is more important to many Filipinos than any threat of a court case that may drag on forever.
