    4.5 grams of shabu is equivalent in size to 4 tablespoons of salt. This guy was a low level dealer who probably got his supply from someone higher up. If the "chief" were really interested in stopping drugs he would have found out where this guy was getting his supply. I have a suspicion that they don't really want to know where it's coming from as it is someone likely very well known and connected.
