Yes but isn't this the problem, knowing where and when it starts, I have a nephew who for many years was totally against Drugs, YET when in college he turned Totally and ended up in a very sorry state, he had very good Parents and Money never seemed to be a problem but it happened, If we, as responsible people Knew how to deal with it it may not be the problem it is but again, we don't and that is really sad but a fact of Life in any Country. I am not really sure that Poverty can be blamed totally on this issue as I know many Well off people that do hard drugs through Stress, Could this be something to look at as Employers maybe

 

I will be honest; I do not know WHAT will solve the "Illegal Drug Problems". With so many new Drugs being produced where would you begin? Education? How many will listen, I know I have tried talking to people affected by drugs, and all words fall on deaf ears, and I am not only talking about the kids, as many I know who are using/selling drugs back in Oz are Grandparents! Where I lived on a corner, opposite me on 2x corners were Drug dealers, beside me and next door to that, then another 2x houses up, Drug Dealers, around the corner an 80+ year old Grandmother was selling drugs to her Grandson and his friends! I think like Prostitution, while there are people lining up to make use of the service offered, you will never stamp it out...
