According to Wikipedia: 24,365 people in 4,860 households. Roughly 15 minutes by car from downtown Dumaguete. Also according to Wikipedia 9.4kms West of Dumaguete...not sure how they measure that City Hall to City Hall...that sounds about right, but from HyperMart to Valencia town square seems more like 5 or 6 kms to me.

It's a great town, Wolfgang. Lots of concreted, lighted roads, electricity rebates, a lovely park, etc. The municipal government is rich due to royalty payments from geothermal power production within the municipality and the sale of water to surrounding municipalities (namely Dumaguete). It is loaded with retirees, both expats and Filipinos, OFWs, OCWs, etc. but still no proper restaurants! Certainly worth a visit!

Peter, there are already two very popular European restaurants with loyal followings on the boulevard, and a third large one on the road to Valencia. There are also resorts in Dauin with European-type selections. So you have high quality competition for openers. I agree with others that Valencia would be a good target to analyze.
In regards to loyalty, I for one would not change to another restaurant, we go to the same one twice a week since it opened on the boulevard. Still, I wish you success.

Maybe they have done their homework and realized it would be a losing proposition. I know if I were to build my retirement home in Valencia having a European restobar would not be a high priority for me as long as I could roast a pig or duck in the yard.

I think it'd be suicide to open one in Valencia. You couldn't run the place on the now and then patronage of 12 people, and Dgte people won't be driving that far to eat.

Better off to just hold a weekly foreigner lunch they pay for.
