R.A. No. 10591 states that “only qualified Filipino citizens have the right to self-defense through the use of firearms, under certain circumstances”.

“For foreign dignitaries, law enforcement officers, foreign attaches, security officers and other foreign government agents bearing firearms or persons/groups needing to import firearms for lawful purposes, either officially issued and licensed or registered in the country of origin shall declare the existence thereof before embarkation at the country of origin and upon disembarkation. Said firearm and ammunition shall be validated by concerned law enforcement agency and be reported to the FEO. (Firearms and Explosives Office)”

So basically, absolutely nothing has changed for foreigners in the "new" law.

I prefer to avoid debating the pros & cons of owning firearms in this post -- I simply want to share information.

I reviewed the old list of requirements. It appears the following requirements have been removed/deleted:

1. Employment requirement. That should help college students, retirees, and homemakers to qualify.

2. Minimum income requirement.

3. Medical Exam requirement.

4. Proof of Billing requirement. Applicants used to have to show something like a utility bill in their name with their address on it.

5. Gun Safety Seminar requirement. It used to require a multi-hour course at a gun range with a written exam costing over P1,000.

So, it now appears that the (often unemployed) girlfriends & spouses of foreigners can apply for a License To Own and Possess Firearms (LTOPF).

I strongly advocate people who own firearms practice regularly. The owner of the Sibulan Pistol Range also owns Bethel Guest House in Dumaguete. There is a small office in the parking area under Bethel where firearms owner can apply to join the Sibulan Pistol Range Club. I believe the cost is P5,000 for the initial year (annual renewal is P2,000). This office will also issue members a Permit To Transport (PTT) the firearm from home to (and back from) the Sibulan Pistol Range. The monthly cost of a PTT is P150 for each firearm.

The Sibulan Pistol Range has a range safety observer/instructor on duty. This person will provide instruction and gun safety training upon request.

I don't know where you got your information from but my wife has went through this LTOPF farce and it is a bit different from your experience if you have experienced it and the information is not just hearsay.
Proof of billing still required
Proof of income still required (unless senior citizen)
Gun safety seminar still required.
These are FACTS gleaned from 2 trips to the FESAGS office at Agan-an Sibulan and 1 agonising 7 hour each way bus trip to Cebu City for the Neuro/Drug tests.
I found this whole experience unbelievable especially as my wife has already had licenses for 2 guns for four years, how can anyone with a regular 9 to 5 job (if there is such a thing here) have time for this sh*te ?
