But the guy makes documentaries. Don't underestimate the need to save face in the Philippines. I'm sure the guy has more sense than to trash talk any business in the Philippines in a movie though. I honestly think the guard just made a mistake. The guy wasn't blind and walking around with a dog. I could see where someone might call BS on that, especially in the Philippines where a person might only be aware of service dogs for the blind and police, if even that.

I also don't really see the guard calling the police unless the guy was raising his voice. Perhaps he had a perfectly good reason for being upset but he still needs to remember where he is. There are always two sides to a story, I've only heard his. I suspect there is more to it.

    My name is Mark Cohen.
I am currently producing a documentary on Rights of Access to Public Places and Transportation by People with a Disability (PWD) who have the need of an Assistance Dog to mitigate their disability.
Since 2004 I have covered the countries of Canada, the U.S., Costa Rica, Nicaragua, Panama, Israel, Ecuador, Colombia and Chile, and are currently producing in the Philippines.
I also distribute documentation addressing the problem of non-disabled persons parking their vehicles in spaces normally reserved for Persons with a Disability.
I was recently denied access to Robinsons Mall in Dumaguete.
I’d like your permission to send you messages that you can revise and decide if you want to post them on your site. My attitude is neither negative nor angry. I want to help people learn, and make it as positive an experience as possible for everyone concerned. My reputation is important to me, and it's best that people are not angry with me. I would like to become friends with everyone.
Could you kindly ask your readers if any of them have videos or pictures of when I was denied access at Robinson's with my certified Assistance Dog "Happy"?
I like to also notify you in advance of the date and time when I plan to attempt access with my dog at stores, malls, banks and the bus or ferry, so that those interested can take photos or record videos.
    Thanks,
    Mark

Well I wouldn’t hold my breath with Rob mall; they ignore the fact that people use their phones in the theatre, when it’s a law that you must not use your phone while the movie is going, my last movie there was almost destroyed, with the idiot just in front of me continually texting, until I asked him to give us a break and put his phone away, he did but his rebellious girlfriend wanted to push the issue.

I have a small portable cell phone jammer about the size of the cell phone. Batteries last about 2 hours. You can buy one online for about 6k-8k pesos.

Legality wouldn't matter JP . because no one would know , great idea IMO , would make them go outside to get a signal , where they belong , sending texts and such seems to some there that it denotes that they are in a position of importance and therefore must be constantly and permanently available , if not only to get the news that the next door neighbours dog just pissed on the fence ,mindblowing really !

Short answer; no. But I don't see the guards walking around with spectrum analyzers and it's effective range is only about 10 to 15 feet. I'd suggest if something bad happens you should turn it off so as not to interfere with emergency calls.
