As far as I can tell it never made it to the floor for a vote. The amendment is not noted on any updated versions of R.A. 7432 either.
Note Republic Act 9994 of 2010 was passed as follows: Philippines - Expanded Senior Citizen Act of 2010 (R.A. It only refers to Philippine Resident Citizens in Section 2(a).
I believe Philippines citizen implies a person with citizenship, not to be confused with resident. I am not aware of foreigners with citizenship.
Yes Pat, that is how I read it also. I just gave a direct quote from the Republic Act as someone had asked if it had passed and it did but the wording about Foreigners being eligible was taken out. In earlier drafts there was wording to effect that Foreigners who resided here would be eligible but that wording didn't make it into the final bill. That was where some confusion came from is the earlier drafts...
