It's not all that bleak. You may be familiar with the Bortle scale, which rates light pollution from 1-9, with 1 being the darkest sky (9 would be Piscataway, N.J.).
The center of Dumaguete is Class 5. Valencia is Class 4. You only need go as far as Dauin and Zamboanguita to get Class2 skies.
If you lived in Phoenix, you would have to get outside the circle formed by Black Canyon City, Apache Junction, Casa Grande and Palo Verde to get Class 5 skies! But at least the drive would be very pleasant (speaking of which, Lake Pleasant is now Class 6! 40 years ago it would have been a Class 2).
