I think you are missing the point that if criminals were actually being imprisoned, it would be much less likely that the vigilantes would exist.
Two men on a motorcycle with guns happens because there is almost no chance for justice. Even if an arrest were made and someone came up with the money to hire a prosecutor, it can take years before there is a judgment. If you can solve that problem first, you might have a chance at solving the second, but not before. I know you feel that people getting their own justice is a bad thing but feelings aren't going to get anywhere. Now, if you thought of a practical way that people could get justice without vigilantes, I'm willing to listen and I may well support your proposal.
Have you thought of a practical way that the average Filipino in the street can receive justice? As I said, feeling will get you nowhere.

This appears to be the war for drugs, or who gets to enjoy the 1000% profits. There's seldom a serious investigation, no witnesses, and no arrests. It's beginning to look more like Mexico rather than the successful approach in Portugal.
