    According to the neighbors he was released from jail last night and is back in the house, everyone terrified!

    I had the same question earlier in this thread. :wink:

    Maybe he wasn't a danger when he was released but later his condition worsened.

    It does not say that both happened at the same time. It says after he returned to Negros he lived a nomadic life. It doesn't say when he returned to Negros. It doesn't say where he was institutionalized. The timeline the way I'm reading it is that he was institutionalized somewhere last year. After he was released he returned to Negros and lived a nomadic life. I could be wrong though. That's just how I interpreted it.

    And we are questioning why he was released from a mental institution? Seems the reason may be "because Philippines".

    Could it be that the cops are hoping the villagers will kill the monster? Are we sure that he was released or is it just a story? I can't imagine him being set loose. He is either loony and a danger to other, or he is a drug user who committed a major crime. Or some combination of both. None of that translates to putting him back on the street.

    Risk assessment is a tricky business in mental health care. Particularly if most folk knew who was on the streets in our own domiciles let alone the Phils. Natch, most days go by without an unfortunate event like this.

    I know the place in Valencia and frankly I wouldn't ask many of the staff there to risk assess whether or not my two year nephew will wet himself overnight. There are some good people that work there. But risk assessing whether or not someone who's psychosis might be stable will take a street substance and then go murderously buang is a judgement call I don't think the resources are there for in the Phils. After all there are a million plus out there who take shabu regularly, some of these will go on to commit ghastly crimes too.

    Knowing the place in Valencia, overcrowding, inhumane conditions, lack of resources ad infinitum possibly led to someone who was quite poorly but stable being 'released'. Said releasee necked/smoked/jabbed a psychosis inducing/exacerbating substance and folk sadly died. You can bet he won't be released ever again. I don't think anyone could have prevented this given the parlous state of mental health care in the Phils. It probably was a disaster foreseen and just waiting to happen.

    By law no suspect for any crime can be held for over 48 hours unless someone files a case. My close friend is a neighbor and swears they are all on alert because the monster is alone in the house. He says the police are on patrol watching closely.

    Latest report is the cannibal hasn't stepped out of the house and its thought he has no food. That could be the easy way of getting rid of him.

    He isn't a cannibal. He is mental ill. Having a mental illness does not mean that he is mentally retarded. His desire to survive could take over and force him out of the house and into someone else's for food. Probably won't end well.

    It's hard to fathom how this guy can be hanging out in the same place he killed and ate parts of his mother. Only in the Philippines.......

    Bigger questions would be why the family didn't want to press charges. Because they think they can't afford to do it or maybe because they don't want to for some reason? In the Philippines it is the victim's choice to press charges. I'm sure they have their reasons for not wanting to do so. Such is justice in the Philippines.
