That is news to me and is absolute bullshit if it is true. Here these guys are with their large sum of money tied up in an account they can't access and the country wants to deny them reentry? I don't blame the expats for pulling their funds

I have a classic SRRV and been through a 3 year renewal and SkipJack is correct. Currently the 3 year renewal can be done in Manila or Cebu. I do highly recommend a marketer - they will ease you through the whole process and cost nothing (to you, PRA pay their fees). Mine was brilliant and I used her again for the renewal though that renewal process was extremely simple (with or without her). If you want another name for marketer please PM me but would suggest you get your marketer to put together these documents and ask you for the specifics - promise that it will make your life much easier as they do these often and know exactly what is required.

Mike, I believe you have been fed a lot of misinformation unless they have drastically changed. They have a FB page and are very good at responding. I suggest you contact them directly.
Also, beware because the SRRV is not one of the documents honored at the present for reentry into the country. Many of the holders outside the Philippines trying to get back in are upset and some are saying they will withdraw their deposits.
Good luck.-
