You can send the member a PM. Click on their username or avatar and then click "Start a Conversation".


Or:
Go up to the top right of any page and click on "Inbox" and click the "Start a New Conversation":


.....and then start typing in the name of the user:



Only users with less than 2 posts cannot receive new private conversations.
