    Not quite sure where this came from or is going but.. one would think that if a bogus doctor is clever enough to do all this for 10 years and only get caught out for a dirty Surgery, he is going to be Clever enough to come up with either a fake or Duplicate ID to prescribe. one thing about Automation is that if a number is put in, it will consider it OK to Dispense. unless programmed to Identify a State against a Number I would imagine only a physical check would uncover a problem.

    Having said that, Introducing a State ID numbering system ( if not Already in Operation) would be more beneficial rather than a federal One. IMHO. In the UK each Pharmacy is issued with List of doctors operating Surgeries in a Catchment Area, if a name or ID number is not on that list, it will be checked. The Pharmaceutical Pricing Board that deals with chemists(Pharmacies) operate 24/7 so is contactable by late or all night Chemists(Pharmacies)
    Even so, Bogus doctors are still operating in the UK as they are in the rest of the World. As I said, if they are clever enough they will find a way " Where there is a will there will be a way"

    There are some strange Laws here but the one I am talking about is here;

    Assurance of Support No Longer Required for Provisional Partner Visas

    The Discretionary Assurance of Support would be required by DIAC where it appeared that the sponsor and visa applicant might have difficulties supporting themselves in Australia. An Assurance of Support would need to be lodged by a friend or relative living in Australia - the friend or relative would need to attend a Centrelink interview, show evidence of their income and sign an undertaking to provide financial support during the first two years of the visa holder's stay in Australia.

    There are Visas for Skilled Labour, Sports Family etc as shown here;
    Australian visa and Australian immigration options
