Seems we can point the finger of blame to no avail, My daughter (17) has sex education and in some depth, She has parents that do care and is at a school that takes some responsibility so if she gets pregnant it will be her own fault unless raped.

Are they also figuring in population increases as well especially in the cities where statistics are a bit more accurate?
What I see as a major failure of the country is not having a proper sex ed class along with not having available in high schools and colleges a mandatory condom and cheap birth control available that should be available with no names needed to any student (well only females can get the pills). Of course I'd have to laugh at colleges like St. Paul which actually kicks out pregnant female students when the government would force them to make such things available.-
