I'd love to see that happen. However it will be extremely expensive and I don't know if I would trust Filipino companies (or Chinese) to do a strong and sturdy job which would be very much needed. I'd be thinking it would be something best to outsource to a highly reputable company.

Why it never happened before is easy to figure out beyond protests of ferry companies and such a major reason is simply Manila. The entire country revolved around Manila and that is where all the real money goes. Manila has forced its superiority and dominance over the rest of the country for a LONG time. They make sure all the real money, building, infrastructure and so forth go to Manila and further the rest of the country is lacking beyond a couple of other key cities to help cover up the scam. If you look you see articles about new sports stadiums and the like being built in Manila when they already have them and sometimes multiple yet the rest of the country completely lacks such things. This stuff isn't paid for privately though by Filipino business's or foreign investors but by the government with taxes the rest of the country pays for. Duterte says he wants to spread the wealth so we'll see if he does or doesn't.
