Since the Catholic Church has so much influence, perhaps a chat with the Parish Priest to bring up these issues during Mass. Emphasize Cleaniness next to Godliness angle. Perhaps penance could be pick up 10 kilos of trash in place of 10 Hail Mary's....just saying....

 

As far as the street urchins there are ways. The government needs to step in and round those kids up. The vast majority aren't from Dumaguete so round them up and ship them back to the far reaches of Mindinao where most come from. Put forth a law barring kids from traveling on the ferries without an adult if under 16 and require school I.D. to travel if of age or parental I.D.

It may sound strict and harsh but you can't always be nice, sometimes it takes being very harsh to get the job done. Personally I wouldn't mind if they started requiring travel documents to leave Islands (mainly from Mindinao). Its not much different then Mainland China and HK.
