I agree with all the above but you missed out,
6. Tricycle drivers not pulling over to the side of the road to pick up / drop off, doing u turns when it's not safe to do so and driving slow when touting for customers.
Sorry if it sounds like i hate tricycle drivers but i do

We'll wait and see, but with regard to the flow of traffic I don't think it will made much difference if any.
Double parking is bad obviously but it isn't a major impediment to traffic flow.
There are other much more important bad habits in many drivers here, that have bigger impact. Mostly it boils down to the "me first mentality".
Examples:
1. You shouldn't enter a crossing if you can't vacate it on the other side, so in other words, don't block crossing traffic unnecessary. However it is very popular here.
2. Flashing your lights at oncoming traffic should be a courtesy sign, signalling that the other side can go first, but here it always seems to mean "you need to brake, I will go first".
3. Pedestrians have right of way when using a pedestrian crossing, but cars and motorbikes rarely stop.
4. Traffic from the right has right of way unless there are traffic signs instructing otherwise, but nobody seems to know or care.
5. On 4-lane roads almost everyone drives/rides to the left, whether fast or slow, forcing others to overtake on the wrong side.
Better policing accompanied by an information campaign (radio and social media ads or similar) might have effect on this kind of behaviour, but I doubt it will happen.
And to be honest, I have adjusted my own driving habits to fit in with most other traffic, so I also overtake on the wrong side and mostly push through at the expense of more vulnerable (bikes), but it is what it is, I'm not gonna wait at a crossing until Christmas when a gentle push gets me going again.
Oh, and always remember rule number 1
"Always assume you're the only one who knows the rules", just to stay safe.
As an aside, yes the growth of the number of cars in Dumaguete has increased quite a bit in the past year or so. My impression is that traffic has intensified more than a little.-
