I knew there are traffic rules here. Finally I have found them.
Most of the rules are as you would expect with a few variations.

REPUBLIC ACT No. 4136

AN ACT TO COMPILE THE LAWS RELATIVE TO LAND TRANSPORTATION AND TRAFFIC RULES

To be followed or not to be followed; that is the question.
If you have a fender bender and it can't be reasonably resolved it helps to know the rules.

One rule worth knowing is that you can "leave the scene" of an accident if you fell the crowd puts you in danger.
