Thanks everyone for the advice. Here's the rest of the story. There is some information I did not include in my original query. Number one, my American friends arrived on this long weekend. With expected heavy travel, and the events at Silliman U., I thought it best for them to travel as early in the day as possible. Number two, they did not arrive sleep-deprived and travel weary. They are 20-somethings, and spent the previous night in a Seoul hotel. So I advised them to play it by ear. If the flight, scheduled to land in Cebu at 2 a.m., were delayed, they might check the internet for availability of seats on the morning flight. Otherwise, go direct to South Terminal. That's what they did.

As to the Cebu airport taxi situation: There was kind of a dispatcher of yellow cabs. Both he and the taxi driver advised them that the Lilo-an ferry was not running on account of storms, and the taxi should take them by an alternate route for three thousand pesos. They insisted on going to the Ceres South Terminal and paid about P240, which seems correct for a yellow cab. They got a bus right away and arrived in Sibulan at about 8 a.m. The bus trip was uneventful with rapid progress interrupted by many stops. They were a bit bemused by the presence of small children, about 6 years old, playing on the road at 2-3 a.m. I could only point out that it's not a school day.

The morning flight with Cebu Pacific would have brought them to Sibilan around 7 am so 1 hour earlier than the bus. But I am sure, the road trip was a bigger experience and probably also a few houndred peso cheaper :-)

P240 from the airport to the South terminal seems very fair to me. I paid the same for a regular taxi in the opposite direction during rush-hour.

About the attempt to sell a taxi-trip all the way to the port by making up stories.... ha ha so funny... welcome to the Philippines :-)

LOL, did you advise them that there was NO alternative route the taxi could have taken them to circumvent the ferry crossing?

That is why it was P3,000. He was going to get a good fast run down the hill in Liloan and launch the taxi at the roro ramp.

Make reservations way in advance. The flt. from Cebu only holds 40 people or so.

Good point. On the Saturday in question the morning flight was full, according to internet research. There was room on the 1 p.m. flight.
