The local government could use that....if they wanted a sh*t storm. The chances of someone in that barangay being connected to someone in government is very likely. I would imagine eminent domain (outside of squatter areas) is very seldom used in the PI for that reason.

Agreed. There would be a bloody mess. Literally if it were to be used. My two cents worth.
