They close on all the Filipino and American holidays. Probably closed for Virus holidays also. Keep trying, Pat.
LOL, even though it's a US govt. agency, this being the Philippines, I'm wondering if whoever turned the "office closed" message on for President's Day forgot to turn it off the next day. I can just picture the mostly Filipino staff sitting around, noticing, but not questioning the fact that, "boy, the phones have been really slow the past couple of days"
