This strange law does make you think about things though, I think it would only come into play if you pissed someone off though unless you are being really blatant.
The guy in question was posting pics of this underage girl on his fb page and being very public about it. He was just stupid.
But as a lot of people have mentioned why would anyone want or need to be with an underage girl here when there are plenty of nice girls 20-30!
There are also two laws here, foreigner laws and local laws.

I took it as a joke. The law is meant to protect children (under the age of 18) and the mentally handicapped from being taken advantage of. If the girl is truly 17 he broke the law and deserves whatever comes his way. Personally, I don't think old men should be coming to the Philippines to find underage girls to marry/take advantage of.

A couple important things from this article.
- Let's hope that they pay equal attention to Filipino pedophiles. Children should not be abused by pedophiles of any nationality. (Though the guy in question in this article is not a pedophile by definition...at least with the facts currently out on him.)
- I have seen elsewhere that the girl's identity (pictures) has been published/posted. Do NOT do that here. It will be deleted.

It is so easy for a foreigner to be lied to about her age from a 17 yr.old. 7 Years ago there were fewer heads up than we have today. From a nightmare experience, lucky not to be in the slammer, I strongly suggest, "ASK FOR A LEGAL ID". Apologies for the shout, but sound advice, trust me.

The article makes an attempt to explain this. The raid turned up large amounts of cash and expensive items. The trafficking component assumes the foreigner provided gifts to the parents and the girl in exchange for "minor" nookie.
The charge of trafficking is what they used to get the arrest. This may change as it goes through the courts.-

And make sure that legal ID is not a birth certificate, you have no idea of knowing what their real name is. Photo ID is a must (and most don't have one). Don't be fooled though, a fake ID is no defense in Philippine court.

Yes, these were all jokes. I suppose you could agree or disagree with the jokes, but that's sort of missing the point of the nature of jokes.
Any law which makes an exception for Filipina's with a mental condition implicates all Filipina's. Therefore, all foreigners with Filipina's are guilty.
A snippet in the article mentioned that the foreigner in question said "my step-brother is doing the same thing." I imagine the step brother is well on his way back home by now.
As for my explanation of human trafficking, I just regurgitated what the article said. The police charged him with human trafficking. A charge isn't a conviction. The same regularly happens in the United States. The police can charge you with whatever they like to bring you in, but those charges may not stick in court.-

Cebu is quickly becoming the sex offender/pedophile capital of the Philippines (or so it seems). Hopefully the word gets out that these types of guys are getting busted and they will find another country to take their sexploits to.
