To All Veterans Enrolled In VA Manila Per suggestion by the Veterans Advocacy Board (VAB), we are clarifying the information on the Letter of Authority (LOA) issued to eligible Veterans. The LOA substantiates the Primary Care Physician’s (PCP) clinical assessment for consult and/or treatment that are not available at the VA Manila Outpatient Clinic. It will reflect the specific service(s) required by providing uninterrupted access to medical care. Attached is an example of an LOA. 1. VA Manila Outpatient Clinic will ONLY cover payment for services defined on the LOA 2. Consult or treatment should be completed within the specified time 3. Any additional tests or procedures recommend by the Non-VA facility physician requires approval from the Veteran’s VA Manila Outpatient Clinic Primary Care Provider. If a Veteran completes additional tests/procedures prior to obtaining approval, the cost will be at the expense of the Non-VA facility or the Veteran 4. VA Manila Outpatient Clinic may recommend a Non-VA treating facility where we have established a credit line. However, a Veteran has an option to get the care at the facility of their choice and file a claim for reimbursement by completing VAF 10-583 form “Claim For Payment of Cost of Unauthorized Medical Services”. VA Manila Outpatient Clinic will only pay the amount authorized in the LOA for service(s) completed within the validity period.
