Some foreigners do not agree with getting vaccinations in the Philippines. My experience is my child was born at Silliman and had every scheduled vaccinations he should have had. In fact I told the doctor I wanted the top level possible. As a result (perhaps) , plus daily vitamins, he hasn’t missed a day of school in 4 years.

If you can come up with an answer you will be a billionaire. Also, do the same for all the other vaccines which work in the same general way (but have already been proven to have very low negative side effects) and you will be a trillionaire. In fact, apply this method of curing diseases (in plants as well as animals) without the risk of any side-effects whatsoever, and you will own the world (and can be President).
In the meantime, think if you personally want to avoid any new vaccine or medicine until it has been tested out on a majority of other humans - on that I will agree.-

BOQ part of DOH will do oral vaccinations for polio. Trouble is I think the closest authorized dr. is in Bacolod. The local Health Centers do the oral polio vaccine but I am not sure it they give to adults. They probably do measles too but I am only sure of the polio. I am not sure of the age cutoff. There is a Health Center, although it does not look like one, on Tate up past Forest Camp. There is another, bigger one, on the Palinpinon Rd. just past Terra Alta on the opposite side, before you get to the Palinpinon Barangay Hall. Neither has a sign and they are open only certain days. In Palinpinon when they are there they have a dr., nurse, and helper. I'm sure there are others but I don't know where. You should inquire at your barangay hall as to the schedule and location of the health center in your location. The DOH uses these health centers for polio vaccinations.-

I have spoken with kids, often boys around 11-14, who actually are very bright - showing great interest and knowledge in science. There are some very bright people here, but not all can afford education to a higher level. I have also spoken with a 16 year old, who gained HONOURS in their grade, who has the same standard as an 11 year old in the UK.
Unfortunately, Grades include points for cleaning the classroom and attending after-school dance classes for parades and similar activities.-

So let's take 1,000 random students across Dumaguete. Then deduct from that amount:
- Any students that don't have computer access at home.
- Any students that don't have home internet.
- Any students that experience regular brownouts.
- Any students whose internet provider randomly stops offering a service for no apparent reason.
- Any students whose internet is not fast enough to allow video calls.
- Any students whose parents are not responsible enough to monitor them to ensure they study hard.
- Any students that don't have a quiet area in their home to perform said tasks without interruption or distraction.
- Any students that have millions of siblings because their parents breed like rabbits, so there aren't enough computers in the home for all.
- Any students that have a teacher that falls into any of the aforementioned categories.
- Any students that have a teacher that doesn't have the experience and skills to perform online teaching to a sufficient standard.
On the plus side, in the 2019 PISA assessment, out of 79 countries The Philippines ranked 79th in reading, and 78th in maths and science, so I guess they can't really drop much lower!-

What you are failing to understand is the dynamics of Island living versus a land based country where travel is open. The similarities of the EU as a Nation with States and that of America with its States are very similar. If you look at the EU as a Nation, then they have outpaced the US slightly.
I get that you don't like the US President, that is fine, you probably don't like many leaders, but to blame them and not understand dynamics of the time is irresponsible. Can you imagine President Trump shutting everything down before the Super Tuesday elections? What would the response have been? The wannabe President called his travel ban racist and xenophobic, he finally came on board two months later. Imagine the infection rate if the ban had taken place in April instead of the end of January.
You cite Taiwan and Hong Kong among some others. But China considers them their provinces, Hong Kong is such. China forbid travel from Wuhan to anywhere in China, Taiwan and Hong Kong included. No one could travel into Wuhan from China. But anyone from Wuhan that wanted to travel internationally was allowed to leave.-
