This might be a bit off topic but i recently found out a big difference between water suppliers in the UK and here.
We have a drunken lunaticin our neighbourhood that thinks its good fun to chop up water pipes, as they are above ground and made of plastic its quite easily done.
My closest neighbour and ours were both done on the same night, our neighbour is a filipino so nice to see the lunatic is not just out to get foreigners.
In the UK the local water board are responsible for the water supply pipes until it is inside your property, not so here.
That means i have to pay for the repairits more fun in the Philippines....

I'm up in Valencia proper a block away from the park. I have low water pressure most of the day, to low to use a shower most of the time. Around 8pm water seems to just go out most days and surely down later every night. To fill the toilet tank to flush takes a few minutes and to fill a bucket usually about 5-10 minutes during the day.
The house I rent doesn't have a tank as you could imagine and the owner doesn't care of course. I'm not wanting to pay who knows how much to have a tank put up as well without being able to count it on rent plus whatever the cost would be to build the platform for it also.-

Seems Dumaguete is OK for Water according to this Article but what those in Valencia or Bacong will say? I am not sure 
Dumaguete City assured of sufficient water supply during El Niño - CNN Philippines
