Quite agree as with oh! so many things but coming from people that were never taught it is not hard to understand why kids are not going to get taught either.

Pollution and litter is a problem throughout the Philippines. It is not localized to just Dumaguete. It sucks but it is the way that it is. It's something that a person will have to learn to deal with in the Philippines or else they will just be miserable all the time. There is a reason why this country is cheaper than our home countries.
I'm a night owl myself and try my hardest to not go out during the rush hours or even during the middle of the day. When I do go out during the day I try to pick places that are just on the edge of town first, spend some time there and try to get to further in to town as the traffic subsides. Knowing the backstreets of Dumaguete really helps with avoiding all the traffic and pollution. Avoid the Boulevard and National Highway during the day and you will save yourself a lot of headache. Attack those streets from east to west during the day, grow a pair and force your way across the intersections (when in Rome
).
The trash.....well, there isn't much you can do about it. It is a cultural problem that needs to be addressed and throwing rubbish in bins needs to be taught from an early age and the litter laws need to be inforced. It is pretty sad when the ATM receipts are just tossed on the ground when there is a box for that just one step away. Pure laziness and arrogance IMO.-
