What time of Day would you pick to paint the Crosswalks?

I used to wonder about a lot of things here but found its best just to take it for what it is. Their is a method to the madness, and I would say most of the methods here have to do with corruption, money to be made or complete lack of education. Maybe painting over the old lines would require less paint and would be less money in someone's pocket. Who knows/cares.
