The ISPs are doing exactly what the airlines (and hotels) have been doing for years. In some places even here the airlines have been getting forced to compensate customers for their inconvenience. A couple of years back Cebu Pacific and PAL were forced to start paying out to their customers.

Comparing apples to oranges. Bandwidth is more like electricity or water supply - everybody opening all taps at the same time or turning on all the things at the same time will lead to problems. Building infrastructure so that everyone always can avail of the full capacity even if everybody else does the same would be ridiculously expensive. You also don't build streets or parking lots to accommodate all existing cars at the same time.

Having that said, there is obviously a bandwidth problem, same as there is a street congestion and electricity problem from time to time. The Philippines simply need an upgrade in many areas.

You must remember that all the kids are on holiday so all the squares are being used all the time. Give it a week or two and things should improve. But then we will have another problem, increased traffic on the road.
