    Maybe I should explain that in a little More detail. The main Organizer would Sub-Let things like, Catering, Marshaling, Car parking, Mobile CR's and Waste Disposal. Stage payments would be made Dependent on the duration of the event. All would have a Last Payment Retention, Only payed out on satisfactory completion of their individual Contract with the Main Organizer usually , with an input from the City /Town Councils. and /or the Site owner. As I said when Money is owed things can Change and the job can/should get Done.

    This is their philosophy in China as well......but it doesn't work. 1.3 billion people cannot clean up the mess they have there now! Filthy country.....lived there for over 4 years.
