Certainly open faced helmets are legal as long as they have approved safety certifications one of 5 (ICC...DOT...ECT....CS...SNELL) and on the contrary there are numerous Polititions that want to see Full Faced banned.
EG:
Negros Oriental police provincial director, Senior Supt. Rey Lyndon Lawas, has urged the Sanggunians of the different municipalities and cities in the province to pass an ordinance banning the use of full-face helmet, bonnets, and the use of T-shirts to cover the faces of motorists.
EG:
Dumaguete vice mayor had stressed during a privilege speech in the council’s regular session Wednesday that recent killings in Dumaguete and the province had one thing in common: perpetrators were wearing full-faced helmets.

- Certainly there are many wearing non-saftey, non-approved variations from a Bicycle Helmet to a rusty bed Pan....but by law they could be fined.
- There is no mention of open faced or full faced in the current Law.

There is not a separate Law on Helmets in relation to Dumaguete...but there is this>>>> The national helmet law will be implemented in the national highways specifically in the boundaries of Dumaguete to Valencia, Dumaguete to Bacong, Dumaguete to Sibulan, the north national highway, and the port area. Motorists not wearing helmets in city streets and barangay roads will not be apprehended.
