    Not in Philippines, but in some countries it used to be the case. In fact it would work well for the poor areas. Just like with the cell phones. Prepay for your use.

    Perhaps it could be adapted for pesos and then landlords could make their tenants pay in advance for the power they use. I know I have left an amount owing on a rental when I moved out. I figured they could deduct it from my security deposit but as a landlord I would like this idea more.
